Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.

A man missing from a camping ground in southern Utah in the Western US since July 30 was found in Australia. His automobile was found in a campground of Dixie National Forest with a note that he would be back in a few hours. An extensive search and rescue operation was conducted to try to locate this hiker by the Washington County Sheriff’s Office in Utah.

Investigators in the Sheriff’s Office were able to track him down to Cairns, Queensland. Apparently before he was “missing”, he bought a one-way ticket to Australia. Bryan Butas, the missing hiker, apparently had been under a great deal of stress and “got sick of it all”, according to a telephone interview by the Associated Press.

Butas has been charged with insurance fraud, a second-degree felony, by Washington County Attorney Brock Belnap. This was because Butas plotted to obtain a $250,000 life insurance policy before faking his own disappearance. He has also been given a bill for $20,000 by the Washington County Sheriff’s Office for their search and rescue operations on his behalf.

His wife and children have since his disappearance moved to the wife’s parent’s home in Ohio. Butas’s parents came to Southern Utah to help in the search and were “embarrassed and shocked” to learn their son had merely run away from marital and financial difficulties, Washington County Sheriff Kirk Smith said.

Washington County Sheriff Sgt. Jake Adams said his investigation included tracing an application Butas made for a passport, his purchase of a one-way airline ticket to Australia, and the life insurance policy that names his wife and children as beneficiaries. On August 18, Adams said Butas’s mother called him to say her son had called home the evening of August 11, several days after the search was officially called off for the missing man. Butas asked his mother for money and an airline ticket home, which she sent.

Butas has since been checked into the Veteran’s Administration Hospital in Brecksville, Ohio, according to Adams, but will shortly return to Utah.

Mobile telephone company Nokia, the world’s largest manufacturer of mobile telephones, based in Finland, has today lowered its forecasts for the number of mobile handsets to be sold in 2008 by 1.5%, due to the current economic crisis.

It lowered its forecast for the total number of mobile phones to be sold in 2008 to 1.24 billion, down from 1.26 billion. Nokia also stated that it’s “preliminary estimate is that the industry mobile device volumes will be down in 2009 compared to 2008, impacted by the continuing overall economic slowdown.”

“In the last few weeks, the global economic slowdown, combined with unprecedented currency volatility, has resulted in a sharp pull back in global consumer spending,” stated Nokia, explaining it’s reasons behind it’s move. “The weaker consumer spending has impacted many industries, including the global mobile device market. The mobile device market has also been negatively impacted by the more limited availability of credit, which has limited the purchasing ability of some of our trade customers.”

Nokia’s share price has fallen on the announcement of this news. The company opened today trading at US$12.43. It has since fallen to a low of $12.22, although it has now recovered.

The company plans to reveal more details on its 2009 forecasts at its “Capital Markets Day” in New York on December 4.

Reports say that Abu Ayyub al-Masri, the leader of al-Qaeda in Iraq has been killed by Sunni tribesmen in an area just north of Baghdad called Taji during a battle between tribesmen and al-Qaeda militants. Other reports say that he was killed in al-Nibayi, near a bridge where fighting was taking place.

“Preliminary reports said he was killed yesterday in Taji area in a battle involving a couple of insurgent groups, possibly some tribal people who have problems with al-Qaeda. We too have security and intelligence reports that Abu Ayyub al-Masri was killed as a result of fighting between insurgents and al Qaeda yesterday near Taji. These reports have to be confirmed,” said Barham Sale, Iraq’s Deputy Prime Minister.

However; despite the reports, the Islamic State of Iraq denied that al-Masri was dead posting a message on a militant website saying, “The Islamic State of Iraq reassures the Ummah on the safety of Sheikh Abu Hamza al-Muhajir, may God protect him, and that he is still fighting the enemies of God.”

According to Ali al-Dabbagh, an Iraqi government spokeman, DNA tests will be performed on the alleged remains.

“We will make an official announcement when we confirm that this person is Abu Ayyub al-Masri. DNA tests should be done and we have to bring someone to identify the body. The Iraqi government will work to identify him,” said al-Dabbagh.

However; the United States military has not yet confirmed the reports.

“We are in discussions with the Iraqis over how they obtained this intelligence. If we do have a body, we are going to conduct DNA tests, and that will take several days. If there is no body, that makes it harder. Obviously I hope it’s true. We want to be very careful before we confirm or deny anything like that,” said Lt. Col. Christopher Garver, a spokesman for the U.S. military in Iraq.

Iraqi and U.S. military forces were not involved in the battle.
