In Vancouver, a 20-year urban success story may yet have a sad ending. The city’s downtown population has doubled to 80,000 in the last 20 years thanks to Vancouver’s “Living First” policy – a planning strategy that favors residential development over commercial. And planners are expecting the population to reach more than 120,000 by 2030. But while downtown booms with people, business is busting. The International Herald Tribune reports that the city’s recently-released jobs and land-use study is estimating that downtown Vancouver may run out of commercial and office space within 5 years.

The ‘Vancouver problem’ is one that many cities in the United States could only hope to have. On the contrary, much effort has been put into bringing residential life back into the city centres. In Los Angeles, San Diego, Miami, and Washington, D.C. there has been a condominium boom in recent years, but these cities are far from the situation Vancouver faces now.

To counter the trend in Vancouver, planners are proposing changes to the city’s zoning regulations, including the passage of more lenient building height restrictions. But because residential developments are so much more profitable than commercial and office space, some public officials are proposing offering better incentives to the developers willing to build commercial. Another option is to expand the moratorium that was placed on new housing development in the central business district two years ago.

Translink is currently involved in a major expansion of the 49.5 km (30.8 mi) Skytrain system centred on downtown Vancouver. Construction of the Canada and Evergreen lines is underway. The former will be complete in 2009, and the latter in 2011.

Motivation is not a new concept to most of us. We have felt that first burst of enthusiasm. Perhaps it was an ad or news story on TV, an article in a magazine, a chance remark, or an embarrassing moment that brought us that sudden rush of certainty that something needed to be done…could be done. We felt a strong, perhaps overwhelming desire to DO SOMETHING…something that would change what had been or create something new. Often, this is accompanied by a clear and certain knowledge of what to do, how to do, and what the result would be.

Maybe we decided to lose weight, start a business, or write a book. Still bolstered by our reaction to what we had seen, heard, or felt, were certain of success! We would start that exercise program, or open that savings account tomorrow; we would begin writing a chapter a day…tomorrow. No! Tomorrow was too far away! We knew what we wanted and how to get it and we were going to start today!Nothing could stop us!!Of course, we know what happened over the next few hours, days, or weeks.

The clear image we had of our success dimmed and blurred; perhaps disappeared all together. The daily exercise routine, became a couple of times a week, and then was dropped all together. We quit making the deposit, or the notebook we bought for writing our great novel suddenly seemed too full of blank pages to ever fill.

The dream ended. If we were lucky, that’s all that happened…it ended. For some, however, it lingered on as one more reminder of all the unfulfilled dreams and became part of our self image. It was another defeat to add to the stack.

So! What happened and how do we change it?What happened was a combination of life, human nature, and personality or character.

Life supplies us with a constant stream of information, events, and opportunities. It is difficult to keep sight of the goal and the process while maintaining the initial level of motivation which burned so brightly when it was the new kid on the block.

Human nature has defense mechanisms and weaknesses which combine to cause us to lose the fervor we felt…before we begin to become aware of the obstacles in our path. Sadly, an obstacle does not have to be real to be effective. The well-intentioned doubts of friends and family, whether real or imagined, are both equally effective in extinguishing the fires of desire.

As with many things in our lives, our personalities and characters have a great impact on our success or failure in any given situation. Whether they contribute to our success or become obstacles does not, however, define us as failures! It is also important to note that the factors of personality or character which may be in the way are NOT always set in stone and may be altered so that success becomes a more common state.

Ways to maintain motivation keep our dream clear, bright, and fresh after the first giddy rush of elation we felt when we first felt we knew “the answer”. We cannot change life in general, but we can change how we live it and alter the human nature and circumstances which would rob us of success.

1. Write it down: Whatever the goal or dream, commit it to paper. Often, the dream simply becomes harder to see, more difficult to focus on, as new events and factors evolve. Writing it down allows us to refocus and see the goal again as we saw it when it was fresh.

2. Read it: Carry the paper you wrote it on with you. Make an extra copy and put it on your bathroom mirror, another on the refrigerator door. Take it out several times daily and read it…out loud is best, but silently in the bathroom is better than nothing.

3. Revise it: Things change, we grow, we learn. Be real. Having to alter a dream or the process of achieving it is not failure. It is reality.

4. Log it: Make note of what you did to achieve your goal or what you can do tomorrow or next week. Don’t worry about how far you got, or how much you did…just that you did it.

5. Learn it: Study the subject. You don’t have to go back to school for a degree, but regularly delving into the subject will help keep you focused and perhaps give you new ideas to help you on your way.

6. Share it: If you dare, you are the judge. Letting people know what you’re doing, while being aware that they may have a negative view of it, can be motivating.

7. Read about motivation: These few words are not the only ones written on the subject. There are other ideas out there, and a sentence in another article or a book may be the key you need to go farther than you have ever gone before.

The goal is to keep the motivation level somewhere near the level it was when you started.

Israel has purchased two more Dolphin class submarines which have the capacity to carry nuclear warheads. Israel already has three older nuclear weapons-capable Dolphin submarines but the new Dolphins have propulsion systems that allow them to remain submerged for longer periods of time, according to the Jerusalem Post, making it harder for them to be tracked by satellite. Experts view the purchase as a clear signal to Iran that Israel can retaliate if subjected to a nuclear attack.

“The Iranians would be very foolish if they attacked Israel,” said Paul Beaver, a British based defence analyst, speaking to the Washington Post. According to Beaver, the submarines would provide Israel with both first strike and second strike capability.

Israel already has land-based nuclear-capable ballistic missiles in the form of the Jericho I and II missiles.

German officials confirm that the contracts for the new submarines was signed July 6. The Jerusalem Post reports that they will be operational shortly.

Israel has never confirmed nor denied that it has nuclear weapons but is believed to have the world’s sixth largest stockpile of the devices, with most outside estimates putting their stockpile in the low hundreds. Israel’s possession of nuclear arms has often been a locus of bitter controversy in the Middle East, especially among countries who believe that the world community, and especially the United States, is hypocritical in its tolerance of Israeli nuclear arms while decrying the efforts of other Middle Eastern nations to develop their own nuclear capabilities.

Meanwhile, the Jerusalem Post reports there is a growing mood among Israel’s defence establishment that the country will have to act independently to stop Iran from obtaining nuclear weapons as the United States is unlikely to do so.

“America is stuck in Iraq and cannot go after Iran militarily right now,” according to an unnamed official quoted by the paper.

A report by the US House of Representatives’ Intelligence Committee released on Wednesday asserts that if Iran arms itself with nuclear weapons, Israel would be pressed to respond militarily. “A nuclear armed Iran would likely exacerbate regional tensions. Israel would find it hard to live with a nuclear armed Iran and could take military action against Iranian nuclear facilities,” the report states. Iran has continually maintained that it seeks only to develop nuclear technology for the production of electrical power, though this has been disputed by many nations.

New reports indicate that the proliferation of the Conficker computer worm (also known as Kido or Downadup) has nearly quadrupled in the last four days. The worm has gone from just over 2 million Microsoft Windows computers infected to 8.9 million, according to estimates by anti-virus company F-Secure. Though Microsoft issued a patch with a severity rating of “critical” in mid-October 2008, just days after Conficker was first discovered, many business computers still have not applied the patch.

Most to all of the infected computers are on corporate networks; Conficker cannot spread through the Internet or e-mails. Instead, when an infected laptop connects to a corporate network, the worm searches for vulnerable computers and attempts to guess its password. Conficker also infects any network shares the user may be connected to. The worm has a list of about one hundred common passwords, including “password” and “qwerty“. Conficker also infects USB sticks, which then infect any Microsoft Windows computer the stick is plugged in to.

After it gains access to the computer, Conficker adds itself to the Windows processes “services.exe”, “explorer.exe” and “svchost.exe”, then makes a copy of itself as a DLL file with a random five- to eight-character name. The worm also disables Windows services such as Windows Update and Windows Defender. Conficker also blocks access to most security-related sites, including Windows Update. The worm then checks several websites for the current date, then generates a domain name based on that date and downloads infected files from that domain. This domain is believed to be in Ukraine. Conficker makes itself very hard to remove by registering the downloaded files as kernel drivers and the DLL copy of itself of a service.

Microsoft has advised users to install the patch (security bulletin MS08-067), then run the latest edition of the Windows Malicious Software Removal Tool.

Peter Costello’s budget announcement has led to rejoicing for small businesses, but the lack of joy for those pushing for radical corporate taxation reform has led to many businesses asking “what about us?”

Personal taxation and small business have been the big winners after this year’s federal budget. Although dampened by the twin economic threats of rising interest rates and petrol prices, there should be a reasonable amount of real income savings for both low and high income earners, with those receiving Medicare, or a superannuation benefit, privy to an even lower level of taxation (0% for those on super benefits).

Small business also has benefited from the Howard government’s 11th annual budget, with them receiving a higher level of reducing depreciation, leading to a higher level of deductions in the years following the uptake of new technology or other capital. They are also privy to a AU$435 million dollar tax cut to compensate for their changing accounting requirements under the government’s new AIFRS reporting standards, as well as increasing the uptake of both the small business tax relief scheme and CGT (Capital Gains tax) Concessions.

The budget was not a complete loss for big business however, as superannuation laws have been tweaked to streamline contribution and payment rules previously impeding those with multitudes of staff.

But this is not enough, says Big 4 accounting firm Ernst & Young. In their newly published paper “Taxation of Investment in Australia: the need for ongoing reform”. In it they lead the charge for a greater streamlining and organization of the corporate tax system in Australia, submitting that it will lead to reductions in “disincentives to work save and invest in Australia [as well as improving] the international competitiveness of Australian businesses.” This follows from a recent report brought out by Mr. Costello himself about the need for tax reform in Australia.

A budget night Mr. Costello was notably coy about any future reform of corporate tax in Australia. He alluded to the report by his ministers but kept from outlining the government’s plan precisely.

Preliminary results from the National Assessment of Adult Literacy (NAAL), released 15 December 2005 by the US National Center for Education Statistics, indicate gains and losses in literacy among minority adults between 1992 and 2003.

The nationally representative study among US adults age 16 and older found the over-all average prose and document literacy remained relatively unchanged, but quantitative literacy improved 8 points (on a scale of 500.) Results among minorities were mixed, with White and Asian/Pacific Islander minorities scoring significantly higher than Hispanic or Black ethnicities; Hispanic subjects in particular had sharp decreases in prose and document literacy (-9% and -8%, respectively) and quantitative illiteracy remained unchanged with 50% of subjects scoring at less than basic literacy levels.

The National Assessment of Adult Literacy is the most comprehensive measure of adult literacy in the USA. The 2003 NAAL, with 19 000 participants, was conducted by the Educational Testing Service, a non-governmental organization which charges for its services.

Documents found at the hideout of Abu Musab al-Zarqawi revealed al-Qaeda‘s desire to force a war between the U.S. and Iran. The document was translated by Iraqi National Security Adviser Mouwafak al-Rubaie, but the authenticity of the information could not be confirmed to be from al-Qaeda.

The documents reveal that al-Zarqawi was planning to destroy the relationship between the Shi’ite Iraqis and the United States. The document also said the U.S. military was hurting the insurgency by seizure of weapons, disrupting their financial outlets, massive arrests, and training Iraqi security forces.

The translated document said, “Generally speaking and despite the gloomy present situation, we find that the best solution in order to get out of this crisis is to involve the U.S. forces in waging a war against another country or any hostile groups.”

Mowaffaq al-Rubaie said, “These documents have given us the edge over al-Qaeda and (they) also gave us the whereabouts of their network, of their leaders, of their weapons and the way they lead the organization and the whereabouts of their meetings.”
