Australian opposition leader Tony Abbott has pledged private school relief if the Liberal/National coalition wins the upcoming federal election. The pledge came in response to the Australian Labor Party leader, and current Prime Minister, Julia Gillard proposing a uniform and school equipment tax break expansion.

Abbott’s proposal includes an offer of tax rebates for sending a child to a private school. For students in primary school, prep to grade 6, the rebate will rise to $500 Australian a year per student and families will be then able to claim 50% rebate up to $1000.

“We are expanding the rebate so it can be claimed for school fees and also for other educational costs such as tuition and special educational costs for children with, for instance, dyslexia,” Abbott said at a press conference in Brisbane.

Before the election was called, Gillard had aimed to pledge $220 million over four years to expand the current tax breaks to cover refunds each worth $390 for primary school uniforms and $779 for high school uniforms, as well as refunds for other school equipment like texts books and computers.

“We all know that uniforms can be an expensive part of sending kids to school, but this change, along with the existing refund for textbooks and computers, will help families with that cost,” stated Gillard.

An opposition spokesperson claimed that the “obvious flaw in Labor’s policy is that it only applies to stationery, computer expenses and uniforms […] You know as a parent that you need help for a whole range of expenses. Extra teachers for children with dyslexia or the costs of doing music and all the other expenses like excursions and so forth.”

The expansion is expected to cost $760 million in total and one that Abbott claims needs to happen as “cost of living pressures tend to be greatest when your kids are at school”.

Outgoing Croatian president Stjepan Mesi? pardoned 36-year-old Siniša Rimac, a convicted war criminal, jailed for eight years for participating in executions of Serb civilians back in 1991, when Croatia was at war with Serb forces. Mohamed Kohail, a Canadian resident convicted after a deadly school fight in Jeddah, Saudi Arabia will not be executed as originally sentenced. The country’s highest court, the Supreme Council, cancelled the death sentence but ordered that Kohail face retrial in the case. The Canadian Department of Foreign Affairs and International Trade confirmed this development on Saturday.

Kohail’s younger brother Sultan is also charged in this case and could also be sentenced to death as his case was moved from the youth court to the adult system. Both brothers deny that they had caused the death of Munzer Haraki during the 2007 brawl.

More than 4,000 police officers attended the funeral of Constable Ireneusz “Eric” Czapnik in Ottawa, Ontario on Thursday. Czapnik was stabbed to death outside the Ottawa Hospital‘s Civic campus the previous Tuesday while completing paperwork at his vehicle. He was the first Ottawa police officer to be killed on duty since 1983.

Kevin Gregson, a suspended RCMP officer, is charged in connection with Czapnik’s murder.

A United States fighter jet crash on Saturday has claimed the lives of the two American pilots onboard in eastern Afghanistan, and a NATO fighter crash at Kandahar Airfield has injured two more pilots today.

The latest crash is the fifth in the space of a week. On Tuesday a helicopter was shot down, killing seven civilians. Yesterday a NATO-chartered helicopter crashed at Kandahar Airfield, killing sixteen, and another helicopter landed heavily elsewhere, injuring several people. Only Tuesday’s accident involved hostile fire.

Saturday’s accident involved a U.S. Air Force (USAF) F-15, which crashed at 3:15 a.m. Kabul time in Nawur, Ghazni. Both of those on the two-man fighter were killed. A spokseman for Ghazni’s governor stated that “The crash site was sealed off by coalition forces. Afghan police were not allowed to have access to this area.”

A board of officers will investigate the accident. “We mourn the loss of these two airmen and our thoughts are with their families, loved ones and their unit,” said a USAF statement.

Initially NATO did not identify the nationality of the pilots involved in today’s accident or the nationality or model of the aircraft involved. However the MOD of the United Kingdom later confirmed that the aircraft was an RAF Tornado GR4 which crashed on take-off. The crash occurred at 7:20 a.m. local time and the wreckage burned for five hours. Both pilots ejected safely but sustained minor injuries, they are currently being treated and assessed in hospital.

A facelift is the surgical removal of unwanted fat, skin and other tissue from the face. It’s one of the most popular cosmetic surgeries in the United states, with about 112,955 procedures performed in 2010. The surgery is used to treat sagging skin, troughs or deep creases, including marionette lines from the nose to the corners of the mouth, jowls, loose skin and fat that has somehow distorted the face.

A person who wants a facelift should interview at least three cosmetic surgeons before they decide on one to perform the surgery. The surgeon should be certified by the American Board of Plastic Surgery and should ideally have at least five years of experience in cosmetic surgery. They should also have hospital privileges with at least one accredited or certified hospital. The doctor should also be able to honestly answer the patient’s questions about the surgery and what a facelift might be able to do for them.

Before the operation, the patient will be examined to make sure they’re a good candidate for the surgery. Their physician will also tell them to stop taking any drugs which might have an anti-clotting effects. Depending on the extent of the surgery, the patient might be able to go home the same day or spend a few days in the hospital. In any case, they should have someone bring them home and stay with them for at least a couple of nights after their surgery.

The patient may be given a local anesthesia or general anesthesia via inhalation and injection. During the operation the surgeon makes incisions where scarring will be less likely to be seen, usually round the hairline. The surgeon is careful to tie off even tiny blood vessels during the operation so scarring will be minimal. Then, flaps of skin are cut away from around the eyes and face and the excess is trimmed away. The doctor might also operate under the chin to help with the look of the patient’s neck.

During the operation the surgeon might also add facial implants, transplant fat from other sites in the patient’s body and perhaps resurface the facial skin to improve its tone.

The flaps of skin are then closed with fine sutures which can usually be removed after a week. Bandages, ice packs and drainage tubes are applied to reduce bleeding and swelling.

The patient should have a complete recovery and an improvement in their looks. Many experts believe that the sign of a very well done facelift is that the patient doesn’t look like they’ve had surgery but that they’ve just come home from a splendid and restful vacation. Recovery might take about a month and a half.

The patient should rest, but try to get back to work and normal activity as soon as they feel up to it. They should avoid strenuous exercise for about six weeks and can drive, if they have to, about three days after they come home form the hospital. The doctor might prescribe pain medications, antibiotics and stool softeners to help with recovery.

This sordid episode—no matter how it ultimately plays out—will spell the end of Strauss-Kahn as an effective leader of the IMF even if he retains his position, which is highly unlikely.

Dominique Strauss-Kahn, the head of the International Monetary Fund, remained in jail last night after being charged with sexually attacking a chambermaid at a New York City hotel. Strauss-Kahn has agreed to undergo forensic screening before he appears in court, and has vowed to “vigorously” defend himself against the charges, which are likely to create a leadership void at the IMF, disrupt emergency talks over the European debt crisis, and spell the end of his political career.

Strauss-Khan was the favourite candidate for the French presidency, and was expected to announce he would stand against Nicolas Sarkozy this month. But the allegations are expected to destroy the hopes of his supporters, increase infighting among the French left, and leave his political career in tatters. His arrest comes at a critical moment for the IMF, and will likely plunge efforts to stabilise the financial states of struggling eurozone countries into chaos. He was meant to discuss the bailouts of Greece and Portugal with European Union financial officials at a meeting in Brussels this week.

Eswar Shanker Prasad, a professor of international economics at Cornell University, said: “This sordid episode – no matter how it ultimately plays out – will spell the end of Strauss-Kahn as an effective leader of the IMF even if he retains his position, which is highly unlikely.” The IMF, however, insisted it remained “fully functioning and operational.”

Strauss-Kahn was to appear in court in Manhattan yesterday charged with three crimes, including attempted rape, but the hearing has been delayed so he can undergo forensic tests. He was taken into custody by officials while on an Air France passenger plane which was about to take off from John F. Kennedy International Airport for Paris; when detectives approached him in the first class cabin in the aircraft he reportedly asked: “What is this about?” Strauss-Kahn reportedly fled the hotel “in a hurry” after the attack, leaving a number of personal effects behind. “If our officers had been ten minutes later he would have been in the air and on their [sic] way to France,” a spokesperson for the New York Police Department said.

The chambermaid reported that she had been sexually assaulted by a man staying in a “luxury suite” at the Sofitel hotel near Times Square. “The maid described being forcibly attacked, locked in the room and sexually assaulted,” the police spokesperson said. Strauss-Kahn came out of the shower naked while the chambermaid was working in the room, tried to pull the woman onto the bed and locked the door, The New York Times reported, quoting police sources. She allegedly fought him off, but he sexually assaulted her again after dragging her to the bathroom, before he locked her in the room; she was reportedly hospitalized afterwards with trauma.

In 2008, a year after becoming the leader of the IMF, Strauss-Kahn was reprimanded by the organization’s board after being involved in an extramarital affair with another senior executive at the bank. More recently, he was pictured driving a luxury car in Paris, causing a media furore over whether his lifestyle fitted with the socialist attitude he claims to represent. But his wife, former television star Anne Sinclair, has dismissed the accusations. She said: “I do not believe for one second the accusations brought against my husband. I have no doubt his innocence will be established.”

Chinese officials have said that their country’s exports surged last December to edge out Germany as the world’s biggest exporter.

The official Xinhua news agency reported today that figures from the General Administration for Customs showed that exports jumped 17.7% in December from a year earlier. Over the whole of 2009 total Chinese exports reached US$1.2 trillion, above Germany’s forecast $1.17 trillion.

Huang Guohua, a statistics official with the customs administration, said the December exports rebound was an important turning point for China’s export sector. He commented that the jump was an indication that exporters have emerged from their downslide.

“We can say that China’s export enterprises have completely emerged from their all-time low in exports,” he said.

However, although China overtook Germany in exports, China’s total foreign trade — both exports and imports — fell 13.9% last year.

President Pervez Musharraf of Pakistan gave up his uniform in a ceremony yesterday in Rawalpindi. He handed power over to General Ashfaq Parvez Kayani at the headquarters of the Pakistani Army, after being the leader of the army for nine years.

In his final address as leader of the army, he said that the army was the saviour of Pakistan and that the army was his life. He also expressed his pride in being the leader of what he called a “great force.”

Musharraf had been under a lot of pressure to quit as army chief, since the country was put into the spotlight as a result of a state of emergency being declared. He is expected to be sworn in as the civilian president of Pakistan on Thursday.

Both the opposition leader, Benazir Bhutto, and the US secretary of state, Condoleezza Rice, welcomed the change of duties. However, Bhutto indicated her party may not be prepared to accept Musharraf in his new non-military leadership role. Condoleezza Rice requested the state of emergency be lifted before the planned elections, which are due to take place in January.

Musharraf said General Kayani was “an excellent soldier” and that “the armed forces under his command will achieve great heights.”

General Kayani was named as the successor to Musharraf in October, before the state of emergency was declared in early November.
