Even some of the topically applied creams have caused permanent scarring. If you experience and adverse reaction to a topically applied cream, you should contact a dermatologist about reporting the reaction to the FDA. A former Marsh & McLennan Cos. executive has hit former New York Governor Eliot Spitzer with a $60 million defamation lawsuit over an online magazine article regarding an insurance bid-rigging scandal.
William Gilman, a former Marsh managing director, filed a complaint last Friday in the U.S. District Court in Manhattan, over allegations Mr. Spitzer defamed him in a Slate article published a year ago. A copy of the complaint was made public on Monday.
Gilman, who had a final insurance fraud charge dismissed in January, said Spitzer acted with “actual malice” by suggesting that he was guilty of crimes of which he was never accused.
Although he wasn’t named in the article, Mr. Gilman complained that Spitzer defamed him by writing that “Marsh’s behavior was a blatant abuse of law and market power: price-fixing, bid-rigging and kickbacks all designed to harm their customers and the market while Marsh and its employees pocketed the increased fees and kickbacks.”
“While Mr. Spitzer’s statements do not refer to Mr. Gilman by name, Mr. Gilman is readily identifiable as the subject of the defamatory comments,” said the complaint. “Mr. Spitzer was well aware of his own allegations as attorney general and the resolution of those allegations in favor of Mr. Gilman and yet, recklessly disregarded these facts.”
In 2004 Mr. Spizter, then the state’s Attorney General, announced an investigation into the practices at Marsh & McLennan, particularly fees paid by insures to brokers who place business with them. Gilman, who worked for the company at the time, was charged in 2005 with 37 counts of insurance fraud. Gilman’s final charge was dropped last January.
“I haven’t seen the lawsuit and so will not comment on it,” said Spitzer. “The illegalities rampant at Marsh & McLennan leading to their fine of $850 million and the multiple judicial findings of illegality are clear from the public record.”
Mr. Gilman is now seeking at least $10 million in compensatory damages; $20 million in general damages, including damage to his reputation; and $30 million in punitive damages.

The U.S. Senate passed a revised bailout bill designed to help the struggling U.S. financial economy, which has measures nearly identical to the bill rejected by the U.S. House of Representatives on Monday.
“Senate Democrats and Republicans believe it is essential that we work quickly on this important legislation to restore confidence to our financial system and strengthen the economy,” said Senate Majority Leader Harry Reid.
The new revisions include raising the FDIC insurance cap to $250,000, a move designed to please progressives. However, the $110 billion in tax breaks, earmarks and what has been called pork barrel spending is not offset by any increases in revenues and has added opposition to the bill from some Representatives in the House.
Earmarks added into the bailout bill included $192 million in tax rebates for the Virgin Islands rum industry, $148 million in tax cuts for the wool industry, $100 million tax cuts to the auto racing industry, and $48 million in Hollywood tax incentives.
Vice President of Taxpayers for Common Sense, Steve Ellis, offered his explanation for the pork and earmarks added in. “People who support some of these provisions will forget about the $700 billion and concerns they may have on that, and say, ‘If you give me a few million in tax breaks for my constituents, I’ll go along'”.
The tactic seems to have worked, however, managing to flip enough votes to pass the bill.
“The inclusion of parity, tax extenders and the FDIC increases has caused me to reconsider my position,” said Representative Jim Ramstad (R Minnesota), who voted against the previous bill on Monday. “All three additions have greatly improved the bill.”
But Representative Marcy Kaptur (D Ohio) was not changing her no vote. “I will not support this legislation because it’s the wrong medicine,” she said.

The Senate took H.R.1424, a bill originating in the House concerning “equity in the provision of mental health and substance-related disorder benefits under group health plans, to prohibit discrimination on the basis of genetic information with respect to health insurance and employment,” and extended it with the bailout provisions.
H.R.1424 was introduced on March 9, 2007, by Rep. Patrick Kennedy (RI-1) and had the support of First Lady Rosalind Carter. It is noted on the Congressional Website that “On 10/1/2008, the Senate passed H.R.1424 as the vehicle for the economic rescue legislation. In the EAS version of the bill (Engrossed Amendment as Agreed to by the Senate), Division A (pp.1-110) is referred to as the Emergency Economic Stabilization Act of 2008; Division B (pp. 110-255) is referred to as the Energy Improvement and Extension Act of 2008; and Division C (pp. 255-441) is referred to as the Tax Extenders and Alternative Minimum Tax Relief Act of 2008.” It was not treated as an appropriations bill in the House.
There were two votes in the Senate. The first was to amend H.R.1424, which required 3/5 to be accepted, which it was. The second was a vote on the bill. Passage of the Bill required only a 1/2 majority. It was passed with 74 yeas and 25 nays. Senator Kennedy did not vote.

Annabel Goldie, Scottish Conservative Party leader from 2005 to 2011, has announced she will stand down as an MSP at the next elections in 2016. Goldie, who has been an MSP for the West Scotland (previously West of Scotland) electoral region since the Scottish Parliament’s formation in 1999, said she intends to focus on her role in the House of Lords, where she has been a peer since 2013.File:Annabel Goldie.jpg
In a statement today, Goldie said leading the party was an “enormous honour” for her. She also said: “It has afforded me both satisfaction and pleasure to serve my constituents and to serve the parliament and I will look back with great happiness at my time as an MSP. I am grateful to friends and colleagues from all parties for their support. Sometimes we found common ground, sometimes we disagreed but never I hope with rancour nor disrespect. Politics is a rough trade but we have built a strong parliament in Scotland of which we can all be rightly proud.” She said because of Ruth Davidson, her successor as Scottish Conservative leader, the party is now “in fine fettle and stands a great chance of making real progress in the years ahead,” concluding by saying: “I look forward to continuing to work as part of that effort in the House of Lords in the years to come.”
Davidson responded to the news by calling Goldie an “unstoppable force”, adding: “She has been an inspiration to a whole generation of Scottish Conservatives, and she has been a tremendous mentor, support and friend to me. In Holyrood, she has fostered both affection and respect from all members – regardless of their political affiliation – and her retirement from the Scottish Parliament will leave an Annabel-sized hole which won’t ever quite be filled. She is unique.” Meanwhile, David Cameron, UK Conservative leader and UK Prime Minister, said: “Annabel is one of those rare breeds in Scottish politics, somebody known by her first name alone. When she was Scottish Conservative leader, I valued her sage advice. She has been a towering strength to our party in Scotland, a doughty debater in the TV studios and Scottish Parliament and has one of the sharpest wits around. I wish her a long and happy retirement after 17 years unstinting service at Holyrood – but look forward to seeing her on the red benches of the Lords for years to come.”

Goldie, the Scottish Conservatives’ first ever female leader, was elected unopposed. She took up the role in the aftermath of David McLetchie’s resignation from the role in an expenses usage controversy and subsequent resignation of Brian Monteith from his Conservative whip role in the Scottish Parliament for briefing the media against him. Meanwhile, as Scottish Conservatives won 18 seats in the Scottish Parliament in 1999 and 2003, the party had been less successful in UK general elections in Scotland; Conservatives went up from zero out of a possible 72 UK MPs in Scotland in 1997 to one in 2001. This led to Goldie remarking in her inaugural speech in 2005 that: “The wheels are back on the wagon – and I’m the nag hitched up to tow it.” She also said: “The party is still way ahead of where it was in 1997. And my first task is to take it forward to 2007.” However, under Goldie’s leadership, the number of seats the Scottish Conservatives won in the Scottish Parliament slightly decreased from 18 in 2003 to 17 in 2007 and to 15 in 2011. At the same time, the number of Conservative MPs stood at one out of a possible 59 after the 2010 UK general election.
In the aforementioned 2005 speech, she also said the party could be trusted with devolution in Scotland, adding: “making devolution work better means real devolution: not the lumbering and cripplingly expensive array of government departments, government advisers, consultants, quangos, quasi-quangos and agencies with all their expensive appendages, but devolving down to people and their communities, their right to make their own decisions about their lives, how for example they procure healthcare and how they educate their children.” Goldie would go on to sit on the advisory board for the Smith Commission, which was set up to examine which further political powers should be devolved to Scotland following the 2014 Scottish independence referendum. More recently, Goldie supported a reduction in the voting age for Scottish Parliament elections from 18 to 16 in a vote earlier this month, commenting: “I think it is an opportunity for them to continue their high level of engagement in topical affairs that we saw with the independence referendum.”
Goldie, a member of the Salvation Army’s West of Scotland Advisory Board and a Church of Scotland elder, is not the only Scottish Conservative MSP intending to stand down in 2016. Mary Scanlon, Gavin Brown, Alex Fergusson and Nanette Milne all reportedly intend to leave the Scottish Parliament next year.

The phrase “relocating to Dallas” is deceptive. The Dallas-Fort Worth Metroplex is the 12th largest metro economy in the world with the fourth largest work force. The 2008 census measured the population at just under 2.5 million. “Relocating to Dallas” actually means, in most cases, choosing to buy or lease a home in one of the many suburbs inside or around the city. Of those, University Park clearly stands out.
** “Best Suburb” Near Southern Methodist University **
The small, upscale University Park enclave began as a cluster of homes around Southern Methodist University in 1915. Dallas borders the 3.72 sq. mi. area on three sides with Highland Park directly to the south. Although some would argue that University Park is clearly subsumed by the larger urban area, it has been named “Best Suburb” by D Magazine three times (2002, 2004, and 2008.)

All of the suburbs around Dallas are optimal locations for relocation to North Texas. Businessman Rocky De La Fuente took some time to speak with Wikinews about his campaign for the U.S. Democratic Party’s 2016 presidential nomination.
The 61-year-old De La Fuente resides in San Diego, California, grew up in Tijuana, and owns multiple businesses and properties throughout the world. Since getting his start in the automobile industry, De La Fuente has branched out into the banking and real estate markets. Despite not having held or sought political office previously, he has been involved in politics, serving as the first-ever Hispanic superdelegate to the 1992 Democratic National Convention.
De La Fuente entered the 2016 presidential race last October largely due to his dissatisfaction with Republican front-runner Donald Trump. He argues he is a more accomplished businessman than Trump, and attacks Trump as “a clown,” “a joke,” “dangerous,” and “in the same category as Hitler.” Nevertheless, De La Fuente’s business background begets comparisons with Trump. The Alaskan Midnight Sun blog described him as the Democrats’ “own Donald Trump.”
While receiving only minimal media coverage, he has campaigned actively, and according to the latest Federal Election Commission filing, loaned almost US$ 4 million of his own money to the campaign. He has qualified for 48 primary and caucus ballots, but has not yet obtained any delegates to the 2016 Democratic National Convention. Thus far, according to the count at The Green Papers, De La Fuente has received 35,406 votes, or 0.23% of the total votes cast. He leads among the many lesser-known candidates but trails both Senator Bernie Sanders who has received nearly 6.5 million votes and front-runner Hillary Clinton who has just shy of 9 million votes.

Last weekend, an eight-year-old boy died after falling into the River Wharfe in North Yorkshire, England. The river is known for its depth and strong undercurrent. The accident took place on Aaron Page’s birthday, following celebrations with over twenty family members.
Page made his way to the river near Skipton around 3pm BST (1400 UTC) on Saturday; his brother, aged thirteen, was the first to call for assistance after spotting Aaron in the water. Emergency services subsequently assisted in searching for Aaron; the body was recovered at approximately 6:25 pm the same day. Members of the ambulance service failed to resuscitate him, pronouncing him dead at the scene.

“This was a happy family day out to celebrate a birthday at a local beauty spot […] and unfortunately this young boy has got into difficulty in an area of water,” stated Inspector Kevin Franks of North Yorkshire Police. “Despite efforts from members of the public and some quite sterling efforts from the emergency services and everyone else there, sadly we’ve been unable to bring him out alive.”
Inspector Mike Woodhall of Harrogate police cautioned; “[n]o matter how safe a river seems sometimes there are inherent dangers.”

Microsoft announced on Thursday they are partnering with KIND Financial to help governments track the production and distribution of legal marijuana. Kind Financial, a California-based start-up company, began selling its Agrisoft Seed to Sale software three years ago. Microsoft is admitting Kind’s software on the Government portion of its Azure cloud service.
Although Kind Financial CEO David Dinenberg stressed to The Guardian they “absolutely do not touch the plant”, his company does business with growers and distributors of marijuana, as well as the governments that regulate it. State law in twenty-five US states — but not US federal law — has legalized marijuana, whether medicinally or for recreational use. Kimberly Nelson, Microsoft executive director of state and local government solutions, said they expect significant demand for technology to help states make sure cannabis distribution within their state is done according to their laws.
Kind also provides kiosks similar to automated tellers (ATMs) to facilitate marijuana transactions in dispensaries. The distribution of marijuana is often done only with cash or through machines like the ones Kind offers since many banks in the United States shy away from the marijuana industry entirely. Microsoft is not interacting with this part of Kind’s operations, however.
Microsoft and Kind will apply for contracts with state governments for their software. Currently, they have applied to Puerto Rico, a US territory, where medical marijuana has recently been made legal. BioTrackTHC, a company similar to Kind Financial, already has contracts with Washington, New Mexico, and Illinois.
Dinenberg said his company’s partnership with Microsoft is a major step in advancing the legitimacy of cannabis-related businesses.
