Wikinews interviewed author Amy Scobee about her book Scientology – Abuse at the Top, and asked her about her experiences working as an executive within the organization. Scobee joined the organization at age 14, and worked at Scientology’s international management headquarters for several years before leaving in 2005. She served as a Scientology executive in multiple high-ranking positions, working out of the international headquarters of Scientology known as “Gold Base”, located in Gilman Hot Springs near Hemet, California.

According to the New York City Taxi and Limousine Commission (TLC), the city’s taxi cab drivers overcharged their riders by more than US$8.3 million over the past two years, by setting their meters to illegally high settings.

The agency reported that some taxi drivers set their meters so they would charge at the suburban fare, which is twice as high as the urban fare — within city limits, fare is 40 cents per 1/5 mile, outside city limits, 80 cents. 48,300 licensed cab drivers work in the city; according to data, 35,558 of them charged a rider inappropriately at least once, the city noted. The statistics also say that 3,000 of drivers had doubled the rates 100 times or more.

Riders who overpaid spent about $4.45 more per trip than they were supposed to, the commission said. 0.5% of all 361 million taxi trips taken in the past 26 were affected by inappropriate charging, the TLC reported.

New York’s mayor, Michael Bloomberg, commented about the findings in his radio show, saying: “Some of these people could face serious charges. Now, how we would ever recoup the money and get it back to the individual payers, no, but we can stop the practice and we can make sure there’s penalties.”

The New York Taxi Workers Alliance, a taxi driver advocacy group, however, commented that the overcharging could have been due to technology problems, and not because drivers were intentionally raising fare. Bhairavi Desai, who is with the group, noted that “[t]here should be a thorough investigation before judgment is cast on an entire work force.”

Delegates at the United Nations Climate Change Conference in Indonesia are wrestling with a proposal that would allow developing nations to earn billions of dollars through carbon trading by leaving idle forests such as those in Borneo, the Amazon and Congo basins.

The news comes on the same day that it was announced that forest clearance in the Amazon Rainforest was falling compared to previous years.

Delegates from about 190 countries are negotiating a plan for private companies and wealthy nations to pay poorer nations to keep their forest intact. It is called the Reduced Emissions from Deforestation in Developing Countries, or REDD proposal.

Environmental scientists say tree cutting in tropical areas accounts for about 20 percent of all man-made carbon dioxide emissions blamed for global warming. Tropical forests soak up vast amounts of carbon dioxide; burning timber to clear land releases it.

Marcelo Furtado with Greenpeace in Brazil says the REDD plan is needed to fill gaps in the current Kyoto Protocol, an international agreement to limit emissions of greenhouse gases which does not include ways to preserve forests.

“We would like to see, at the very least, a REDD mechanism moving forward, because we want to see countries taking action now. We don’t want to wait to 2013 to start seeing this action taking place. And this is something this convention, this group of countries could deliver,” said Furtado.

Frances Seymour, Director General for the Indonesia-based Center for International Forest Research, is concerned a premature REDD agreement could do more harm than good.

“Because in many forested countries, land tenure rights to forest lands and resources are either unclear or contested or both. And you can imagine that if a potential new income stream is available for those who can present themselves as owners of the forest, this could create conflict and create conditions under which some of the world’s poorest people, who are people who live in forests, could be pushed aside,” said Seymour.

Financial analysts are also cautious about the proposal.

Charlotte Streck, the director of Climate Focus, a Rotterdam-based consultancy, said investors are worried about how governments would monitor their forests and ensure the carbon stored in them remains intact.

“This is what makes the private sector nervous, because these are risks that they cannot hedge properly, and that they cannot evaluate in the same manner as the project related risks,” she said.

Conference delegates are still debating how to monitor the world’s remaining tropical forests, how to stop logging in one place without shifting the problem to another area, and how to estimate the amount of carbon in a piece of land.

Yvo de Boer, the U.N.’s climate change chief, said a REDD agreement is unlikely during this conference, but a group working on the details is making significant progress.

The chemical is both naturally occurring and manufactured and is used as an oderant for detection of propane or natural gas leaks.

Store officials have said that they had received threats that sales would be disrupted before New Year’s. Russians traditionally give gifts on the holiday. Police officials said they believed a commercial dispute or a prank not terrorism.

The local emergency hospital was overflowed from the influx of ill people from the attacks. Valentina Matviyenko, Governer of St. Petersburg, said that those who sought medical help were not suffering any further medical problems.

A custodian at one of the stores found the devices and alerted police. The devices were found at another store with their vials broken. The devices in the two other stores were carried outside by employees and covered with buckets. The police explosives experts defused them.

Chris Christie, governor of the US state of New Jersey, complained on ABC’s Sunday morning talk show This Week that TV series Jersey Shore promotes a negative image of the state.

Prompted by a feature in The New York Times on Nicole “Snooki” Polizzi, one of the stars of the MTV show, interviewer Jake Tapper asked the governor whether he thought the series was positive or negative for the state. Christie unequivocally answered that the show was “negative for New Jersey… It takes a bunch of New Yorkers, drops them on the Jersey Shore, and tries to make America feel like this is New Jersey”. He concluded, “I can tell people: they want to know what New Jersey really is? I welcome them to come to New Jersey any time.”

In a wide-ranging interview the governor also faced questions about local and national politics, including New Jersey’s US$11 billion budget deficit. Specifically, he was challenged over his plans to not pay $3 billion into public pension funds, payments described by the interviewer as a “legal obligation”. He said that he “wasn’t going to put $3 billion into a failing pension system” and that there would be further reforms of pensions and health benefits.

Christie was further questioned over his ongoing conflicts with teachers unions. He responded that “we can’t have one sector of our society sheltered from the ravages of the recession, at the cost to people who have been hurt by the recession the most”, citing the example of construction unions in New Jersey currently suffering unemployment between 35 and 50%.

Someone said to be an informant within Abu Musab al-Zarqawi‘s trusted circle told Coalition forces the insurgent leader was going to have a meeting, it has emerged. This information appears to have led US F-16Cs to a safehouse in the Iraqi town of Hibhid, where the Jordanian and five others, including a child, were killed on Wednesday.

“We had absolutely no doubt whatsoever that Zarqawi was in the house. There was 100 percent confirmation,” Caldwell said.

The informer is said to want the insurgency to pursue a strategy within the Iraqi political process, which in the informer’s view was in contrast to tactics executed by al-Zarqawi’s leadership that involved ethnic killings.

It was one of the last in a long line of breadcrumbs leading the hunt for the Iraqi government’s most-wanted murderer to the doorstep of an attractive isolated house in Hibhid.

In a late-April video al-Zarqawi had been shown spraying bullets from a machine gun with a horizon in the background. This is said to have revealed the general location of al-Zarqawi, found near Diyala province, in the north east of Iraq. The ethnically mixed region had seen an upsurge in violence and over days preceding the airstrike.

Murders had included a number of decapitated heads left in fruitboxes. Al-Zarqawi had been known for kidnapping and video beheadings of westerners in Iraq.

Another al-Zarwaqi insider also had given vital clues to the investigators before the final tip-off. A former customs clearance officer in Rutba identified as Ziad Khalaf al-Karbuli had named Sheikh Abu Abdul-Rahman as al-Zarqawi’s spiritual advisor and gave-up contact details.

Ziad Khalaf al-Karbuli had appeared on Jordanian television, May 23, to confess his links to al-Zarqawi, and to his murder of a Jordanian driver and his kidnap of two Moroccan embassy employees in 2005. The vital clue about Abu Abdul-Rahman was not broadcast.

With details from the al-Karbuli interrogation the gunsights got closer to al-Zarqawi. “Through painstaking intelligence effort, they were able to start tracking him, monitoring his movements and establishing when he was doing his link-ups with Zarqawi, ” Maj. The US search for the Sheikh included the use of remote controlled aircraft, it was revealed.

However; it is said neither the al-Karbuli information nor the al-Zarqawi betrayer lead the Americans to press the fire button on al-Zarwaqi’s two-story home. Al-Zarqawi was hard to catch because he reportedly eschewed trackable cell-phones in favour of high-tech Thuraya-made satellite phones to communicate.

The death certificate was signed by the secret informant who said both Sheikh Abu Abdul-Rahman and al-Zarqawi would be in Hibhid, Wednesday night.

For the elusive insurgent who had previously escaped attempts to bomb him, the execution came after comparison of this source’s information with tracks of the location of satellite phone users.

The location found was beside a property with a courtyard surrounded by fields away from other buildings. It appears then the US command made the decision to strike at an address in the small town, near Baqubah.

US special forces were on the scene to photograph the dead al-Zarqawi at 6:17 p.m., two minutes after two 500lb bombs were dropped. Al-Zarqawi was said to be alive and being given medical assistance when he died of wounds sustained in the bombing.

The announcement of the killing was made Thursday by Iraqi Prime Minister Nouri Maliki. Iraqi Prime Minister Nouri al-Maliki said to viewers of Iraqi television the $25 million bounty for information leading to the death or capture of al-Zarqawi would be “honored.”

Bucharest, Romania — The city centre of Bucharest, the capital of Romania, is set to get a major facelift due to a real estate project called Esplanada (The Esplanade), which will be constructed by TriGranit Development Corporation. The total investment in the project will be greater than 800 million euro and aims to build a modern commercial pedestrian area in downtown Bucharest, with several shopping malls, office buildings, hotels and dwellings. It will be the largest real estate program in Romania since the fall of Communism in 1989.

Bucharest is currently looking at possibilities to improve its appearance and rebrand itself as a lively, creative and vibrant city. Many initiatives have sprung up to improve the city, including the organisation of CowParade later this year. Additionally, the old town centre will be restored. Due to Romania’s current economic boom, several other major construction projects are taking place.

Bucharest City Hall has blocked traffic in the city center due both to the old town restoration and to the Esplanada project.
