India’s former External Affairs Minister Natwar Singh has, for the first time, been directly accused by the Enforcement Directorate (ED) for his involvement in the Iraq oil scam. The ED, which is responsible for enforcing foreign exchange control laws, has alleged that Singh, along with his son Jagat Singh and three others, acquired foreign exchange worth $8.9 lakh illegally. The 18-page show-cause notice issued by the ED says the money was acquired by the accused, in violation of U.N regulations, in exchange for two oil contracts awarded to Iraq’s State Oil Marketing Organisation (SOMO).

Of the $8,90,000, $7,48,550 was allegedly transferred by them to an account in the Jordan National Bank, the remaining $1,46,247.23, which was the commission for the oil-contracts, was deposited with Barclays Bank, in the Channel Islands. The money was transferred to an account in the name of Indus Trading Company, which itself is owned by Andaleeb Sehgal, a friend of Mr. Singh.

The accused are required to respond to the show-cause notice (issued on the 2nd of September), which Natwar says is an attempt by the ED to “defame” him, within 30 days. The independent Pathak Commission’s report had stated that there was “no material evidence to show that Natwar Singh derived any financial or other personal benefits from the contracts.”

A gas leak in a Homecenter Sodimac hardware store in Santa Cruz, Chile led authorities to evacuate the building and the nearest supermarket, La Fama.

The Santa Cruz Fire Bureau and the police officials quickly arrived at the store, where at least two people were reported unconscious by Carabineros of Santa Cruz. The cause of the leak has not been determined.

Santa Cruz is located in Chile’s Colchagua Valley, around 200 kilometers (124.3 miles) from Santiago, the capital of Chile, and 90 kilometers (55.9 miles) from Pichilemu, capital of Cardenal Caro Province.

Inflation in Zimbabwe is now the world’s highest at 11,000 percent and rising. Reports first came in that the value of the Zimbabwean dollar had reached an all-time low two days ago, at which point the official inflation rate was 4,500 percent. Even though this was already high enough to be the world’s highest, to make matters worse, independent financial sources estimated the figure to be closer to 9,000 percent. Yesterday, reports came in that inflation had risen to 11,000 percent.

US Ambassador to Zimbabwe Christopher Dell is reported to have told The Guardian newspaper over the telephone that he believes inflation “will hit 1.5 million percent by the end of 2007, if not before,” adding that he “know(s) that sounds stratospheric but, looking at the way things are going, I believe it is a modest forecast.” Dell went on to predict that president Robert Mugabe would be forced out of power by the hyperinflation, a prediction also made by opposition leader Morgan Tsvangirai.

Dell added that he felt Mugabe would be out in “a matter of months, if not weeks” and justified his comments with the rationale that “It destabilises everything. People have completely lost faith in the currency and that means they have completely lost faith in the government that issues it.” Tsvangirai comments to the Associated Press were that: “He’s got an economy that’s down on its knees, he knows he cannot sustain it.” Despite this, Mugabe has expressed intentions to stand for the next election.

Exchange rates for the U.S. dollar have reached an official 15,000-1, but on the black market, according to one anonymous illicit money trader, deals have reached 140,000-1 in cash, with a shortage of bank notes creating a 200,000-1 premium on bank transfers and large overseas deals reaching as much as 300,000-1. Meanwhile, in the course of a week the black market exchange for the UK£ has risen from 160,000-1 to 400,000-1. Despite these increases, Mugabe remains adamant that his currency should not be devalued, and is keeping official exchange rates fixed, with the rate for the US$ fixed at 250-1.

The dealer said that added uncertainty had arisen from talks held between the current government and the opposition party, the Movement for Democratic Change. The official press services published propaganda describing the talks as the opposition negotiating “in bad faith” for its own political gain.

Shops are running out of goods due to the huge cost of imported goods and the lack of local ones due to the closure of inflation-crippled factories. “If it goes on like this, we’ll have nothing to sell, we’ll have no staff and we’ll have to close down completely,” said one store manager, who was unnamed because he feared retaliation by the state for being a “prophet of doom”. Other shops have been closing down temporarily to change their prices.

Hyperinflation is also worsening already crippling poverty in Zimbabwe, with people unable to afford the necessary goods for survival. State regulations limit bank money withdrawals to Z$1.5 million per day, hopelessly inadequate given current currency values. One person’s pension company informed him he would no longer receive statements because the value of his pension fund had decreased to less than that of a postage stamp.

The state daily Chronicle in the second city of Bulawayo reported that Western countries were planning to become involved with the situation upon Mugabe’s departure with a rescue package valued at US$3 billion. Western officials have confirmed that budget proposals exist relating to, according to the Associated Press, “food support, public services reform and the rebuilding of agriculture and general infrastructure over five years in a new political landscape led by reformist Zimbabwean politicians.” However, state media again ran propaganda-based stories, saying that Western powers and their close political friends, who state media call the “Fishmongers Group”, were “working overtime to destroy the economy, mutilate the Zimbabwe dollar, foment civil unrest and then dangle a rescue package to win the support of gullible politicians.”

Barry Bonds, a United States baseball player, has been found guilty of one count of obstructing justice for giving an evasive answer to a federal grand jury under oath when asked whether he had ever received drugs necessitating a syringe.

The judge declared a mistrial on three other obstruction of justice counts, the three charges that Bonds made false statements when he said to a grand jury in December 2003 that he never knowingly used steroids or human growth hormones given to him by his personal trainer, and that he permitted only doctors to give him injections.

The charge that Bonds was convicted of does not mention steroids.

The conviction comes after a seven year prosecution of Bonds, stemming from the investigation of Bay Area Laboratory Co-Operative (BELCO) begun in 2002. Bonds appeared in an advertisement for BELCO which was reportedly selling designer steroids and other drug paraphernalia to professional athletes. Thirty athletes were called to answer questions before the grand jury. Bonds had been given immunity for his testimony.

“This case is about upholding one of the most fundamental principles in our system of justice—the obligation of every witness to provide truthful and direct testimony in judicial proceedings,” said federal prosecutor Melinda Haag. “In the United States, taking an oath and promising to testify truthfully is a serious matter. We cannot ignore those who choose instead to obstruct justice. We will decide whether to seek a retrial of the defendant on the remaining counts as soon as possible.”

The name Robert Cailliau may not ring a bell to the general public, but his invention is the reason why you are reading this: Dr. Cailliau together with his colleague Sir Tim Berners-Lee invented the World Wide Web, making the internet accessible so it could grow from an academic tool to a mass communication medium. Last January Dr. Cailliau retired from CERN, the European particle physics lab where the WWW emerged.

Wikinews offered the engineer a virtual beer from his native country Belgium, and conducted an e-mail interview with him (which started about three weeks ago) about the history and the future of the web and his life and work.

Wikinews: At the start of this interview, we would like to offer you a fresh pint on a terrace, but since this is an e-mail interview, we will limit ourselves to a virtual beer, which you can enjoy here.

London, England — The Australian women’s national wheelchair basketball team, the Gliders, defeated the USA Thursday in a 40–39 thriller at the North Greenwich Arena.

This semifinal victory advances the Gliders into the final, where they are to meet the winner of the day’s match between the Netherlands and Germany. They are guaranteed at least silver. The Gliders won silver in Sydney in 2000 and Athens in 2004 and bronze in Beijing in 2008, but have never won the gold. The USA team is to meet the loser of that match to contest the bronze.

The Gliders’ quest for Paralympic gold medals began last week with a narrow 52–50 defeat of Brazil. The Aussies then crushed Great Britain 51–24. Australia had a loss to Canada 50–57, but bounced back to win against the Netherlands, 58–49. This advanced Australia to the quarter final, where the Gliders met and defeated Mexico 62–37.

Team USA started by defeating France 63–24 in its first game. It then lost to Germany, 54–48. It came back and defeated Mexico 67–33. Team USA came from 21 behind to defeat China in extra time, and played Canada and won in the quarter final 67–55.

The first quarter got off to an exciting start. USA had first possession and chalked up the first score. Kylie Gauchi responded quickly with a good shot, leveling the score. Then followed an exciting passage of play in which USA turned the ball over, but Clare Nott lost it on a bad pass. Shelly Chaplin then stole it back but Kylie Gauchi put it out of bounds. Clare Nott stole it back again, only to have Gauichi turn it over again. The USA took a shot at the basket from inside the paint, but missed. They then took a rebound and finally scored. A USA free throw extended their lead to 2–6. Thereafter both teams’ shooting was poor, and the score was only 10–12 at quarter time.

The second quarter started with Merritt scoring twice to give Australia the lead 14–12. A ferocious Australian defence saw USA’s style severely cramped, and they turned the ball over a number of times. They also took too long to move the ball forward. The crowd included the familiar block of Gliders fans in yellow T-shirts. They made their presence felt, chanting “Defence, Gliders, Defence!” whenever USA had the ball. Unfortunately, the Gliders’ poor shooting prevented them from fully capitalising on their superb defence, leaving the score tied at 26–26 at half time.

In the third quarter, an early goal by Kylie Gauchi from outside the paint gave the Gliders the lead. A series of steals gave the Gliders additional shots at goal, most of which missed, but USA had no answer to the Australian defence, with a series of timeouts and turnovers, and their shooting was even poorer. While the Australians relentlessly racked up point after point, taking a 32–26 lead, USA were unable to score at all until the last minute of the quarter. A hurried goal with seconds to go by Katie Hill saw the Gliders leading 38–28 at the last change.

In the fourth quarter, the Australian defence remained taut, but the shooting remained terrible. In the final accounting, Cobi Crispin only made 3 out of 10 shots, and Amber Merritt only 4 out of 16. The Glider’s most accurate shot turned out to be Clare Nott, who made four out of five attempts. Meanwhile, an increasingly desperate USA team pegged the Australians back to 40–39. Three timeouts were taken in the last minute. Fouls saw Merritt sent to the free throw line, but she missed both shots. The game went down to the last second, with USA missing a shot from inside the paint, before the shot clock ran out.

This article mentions the Wikimedia Foundation, one of its projects, or people related to it. Wikinews is a project of the Wikimedia Foundation.

A diverse group of approximately 25 people gathered at the Johnson County Library on Monday to participate in reference librarian Scott Vieira’s class, Wikiwhatia? Wikipedia.

Scott opened the session by sharing a disparaging quote from Robert McHenry (former editor-in-chief of Encyclopedia Britannica) comparing Wikipedia to a public restroom. He then shared a quote from Andrew Keen, author of The Cult of the Amateur, in which he stated Wikipedia is the blind leading the blind. Scott shared Wikipedia usage data from a 2007 Pew Internet study showing 36% of adults have consulted Wikipedia and that that Wikipedia receives 10,000-30,000 searches per second. Scott also pointed out that Wikipedia now has over two million articles in English alone (over nine million articles in 250 languages). So there is a discrepancy here, lots of critics and lots of use.

Scott then shared some historical information in order to provide a context for understanding Wikipedia. This included some important names and dates in the history of encyclopedias… including Pliny the Elder (23-79 C.E.) who published 37 Volumes of Natural History, and Joachim Sterck van Ringelbergh (c. 1499-1556) who first used the term encyclopedia, and then d’Alembert and Diderot who published 17 volumes of their French Encyclopedia from 1751-1765. Encyclopedia Britannica was first published in Scotland in serial format 1768-1771.

Scott also discussed more recent history, sharing a photo of Ward Cunningham –who is credited with being the inventor of wiki software. Wikipedia was founded on Jan 15, 2001 by Larry Sanger and Jimmy Wales. Sanger left Wikipedia in 2002 and founded Citizendium in 2007 a complementary project which now has 4500 articles.

After the historical perspective, the class moved into using Wikipedia. Everyone in the audience had used Wikipedia. The class explored the content of Wikipedia, realising there is a whole lot going on. Scott demonstrated that the article about “frogs” for example, is semi-protected. The “history of science” article was examined, including the history of changes. Discussion covered how people contribute, who contributes and edits. The group also talked about Wikipedia bots, which aid in routine tasks in a semi-automated or automated fashion.

A discussion about teachers, school media specialists and students regarding their use of Wikipedia ensued. Some teachers and school media specialists are negative about Wikipedia, but Scott’s hope is that they will use it to start a discussion about the need to evaluate and critically think about information (even when it’s from more traditionally reviewed and edited sources).

An unanswered question from an audience member was, “What was the first Wikipedia article?”

In an executive order on Monday, Texas governor Greg Abbott banned any “entity in Texas” from requiring vaccination against the COVID-19 virus, claiming that “countless Texans” object to receiving a vaccine against COVID-19 on grounds related to “personal conscience, based on a religious belief, or for medical reasons, including prior recovery from COVID-19.”

In Executive Order GA-40, Abbott states, “COVID-19 vaccines are strongly encouraged for those eligible to receive one, but must always be voluntary for Texans.”

The governor’s order comes after United States President Joe Biden announced last month that the Occupational Safety and Health Administration (OSHA) within the U.S. Department of Labor was developing an emergency rule to mandate vaccination or weekly testing for employers with 100 or more employees.

Abbott’s order cites that “in yet another instance of federal overreach, the Biden Administration is now bullying many private entities into imposing COVID-19 vaccine mandates, causing workforce disruptions that threaten Texas’s continued recovery from the COVID-19 disaster.”

Abbott called on the Texas Legislature to pass a law against COVID-19 vaccine mandates, and has said he would rescind the order if the Legislature did so.

Previously, Abbott blocked state and local agencies from requiring vaccines for their employees, but allowed private businesses to require mandates of their own.

The Texas Tribune noted that while Abbott has barred COVID-19 vaccination mandates, the state allows primary and secondary schools as well as post-secondary institutions to require vaccinations for a variety of diseases for their students.

Facebook Inc. and Google parent company Alphabet Inc. both employ large numbers of people in Texas, and both companies have called for proof of vaccination from their employees. The largest U.S. air carrier American Airlines, based in Fort Worth, Texas, last week called for its 100,000 employees to be vaccinated or face termination.
